Conclusion

For most of the twentieth century, and certainly during the Cold War, United States foreign policy was focused largely on Europe, and the formulation of that policy was dominated by a Eurocentric group within the American foreign policy establishment. During the remaining decade of the twentieth century and into the next century, no region of the world will be more important for U.S. interests than the Pacific. This new reality will require a number of adjustments, both within the American government and within the U.S. business community.

Individuals with background in Asia and with knowledge of East Asian languages and culture should be promoted to higher positions within the foreign policy bureaucracy. Either the secretary of state or his deputy, and at least some of the key players in the National Security Council, should be Asia hands. For their part, U.S. companies should train more of their executives in East Asian languages and culture. Expertise in East Asia will be a vital factor in all aspects of U.S. dealings with East Asia.

The Clinton administration has begun, in its first year and a half in office, to make the transformation required to elevate East Asia in its foreign policy priorities. But there are still serious doubts in East Asia about the depth of the U.S. commitment to the region and about U.S. priorities. The challenge for the administration in the year or two ahead will be to address these doubts.
